Case Study: Verohallinto

The Challenge

It has been established that 15-25-year-old Finns are becoming less tax compliant. The project aim is to create awareness and a positive change in attitude and most importantly reach the target group.

The Findings

Through research, which included surveys, qualitative interviews and analysing data from Verohallinto, the team traced the problem into low knowledge level of taxation, lack of confidence to act proactively and independently on taxation-related issues and equally to Verohallinto's online services that are seen to be too difficult to use an to solve their challenges.

The Solution

The developed platform, Verokampus, breaks down tax-jargon into easy-to-undestand everyday language, offers interactive features that will enhance learning and also offers options with video content.

Designing taxation 101.

Verohallinto or Finnish Tax Administration is the Finnish Government’s agency responsible for the collection of the majority of Finnish taxes and tax-like charges. Verohallinto ensures that the right tax at the right time are collected to enable society to function.

The team task was to help Verohallinto develop a learning platform for 15-25 year olds that will educate them in an easy to understand and an attractive manner the basic principles of taxation, create awareness and a positive change in attitude and most importantly reach the target group. This platform will be called Verokampus and will be launched at the beginning of 2017.

The team decided that Verokampus should include features like tax card simulator, which allows target group to learn to fill the tax card correctly, by simulating different scenarios without the fear of making a mistake. Different courses, like taxation 101, will help uninformed users to learn the principles of taxation and be familiar with the tax-related activities during each calendar year. Verokampus will also feature a Vero-Suomi-Vero-dictionary, which offers very simplified definitions to all the terms used in taxation. Each of these features has a set of predetermined KPIs to benchmark their performance.
